LA RV Homeless Crisis: When Safe Parking Is Blocked

Over 11,000 people are sleeping in their cars and RVs across Los Angeles, trapped in a brutal cycle of ticketing, towing, and survival. While safe parking programs offer a proven path to permanent housing, wealthy neighborhoods are fighting fiercely to keep these driveway sanctuaries out. In Los Angeles, the city of reinvention, thousands of working adults and families find themselves clinging to their last asset: a vehicle. When a surprise rent hike or sudden eviction hits, an RV or van becomes a lifeline. But the streets offer no sanctuary. Families face slashed tires, relentless 311 calls, and expanding parking bans that criminalize their only shelter, pushing them out of resource-rich neighborhoods and away from transit and jobs. Once a vehicle is towed, a devastating systemic loop begins: no car means no transportation to a job, which means no income to afford the region's massive affordable housing deficit. Programs like Safe Parking LA are breaking this cycle, providing security, sanitation, and an incredible 40% exit rate to permanent housing. Yet, the math is brutal: there is only capacity for about 300 people against a staggering need of 11,000+. Worse, while official 2025 counts claim a slight decrease in overall homelessness, a recent RAND study revealed the county missed up to 32% of people in high-need neighborhoods meaning the crisis of hidden, vehicular homelessness is likely far larger than the city admits.
