In Matías Romero, Oaxaca, we continued our weekend working tour to oversee the 80 rural hospitals of the IMSS Bienestar program, which will not disappear but will be strengthened. We will visit medical units in areas far from the capital to gain a clearer understanding of the health sector's situation because we are committed to improving services. This is a very important matter due to the humanism inherent in this action; we must guarantee the right to health. It is already enshrined in Article 4 of the Constitution. We announced the creation of the Institute of Health for Well-being, which will operate in accordance with regulations and ensure a sufficient supply of medicines in health centers and hospitals; we will eliminate the basic formulary. We reiterate that we will not succumb to corruption in the purchase of medicines. To ensure that supplies are never lacking and that they don't limit our options, we have considered purchasing them abroad. If necessary, we will create a distribution company. The institute will ensure that there are always doctors and nurses. It will address the staffing shortage. We will pay better salaries to specialists working in remote regions. We will optimize the health infrastructure through maintenance and expansion; finally, we reaffirm our commitment to regularizing the employment status of nurses, doctors, and other health sector workers before leaving office. We are already beginning the transformation. We are clear about what needs to be done: end corruption and impunity. If we do this, we will have the necessary resources, and it will not be necessary to indebt the country or orchestrate fuel price hikes. Regarding the Comprehensive Welfare Programs, we are reporting on the progress in the distribution of scholarships in Oaxaca, where we aim to benefit 16,335 university students from low-income families. Of these, 14,772, or 90%, are already receiving monthly support payments of 2,400 pesos. We will be constantly present in Oaxaca. We will continue the reconstruction of everything affected in this state by the earthquakes. We reiterate that the Isthmus of Tehuantepec program is moving forward. It is the best project of all. We will expand and modernize the ports from Coatzacoalcos to Salina Cruz; highways and railways; as well as the refineries in Minatitlán and Salina Cruz. We will transform this corridor into a strategic communication route connecting Asian countries with the east coast of the United States. Industrial parks will be established; we are doing so in an organized manner, striving to benefit, rather than negatively impact, the communities. We want jobs in the Isthmus.
