Born in Yokohama, Kanagawa Prefecture. After graduating from Kanagawa Prefectural Kibougaoka High School, he graduated from Okayama University School of Dentistry in 1993. He joined the Second Department of Conservative Dentistry (Periodontics) at the School of Dentistry, Tokyo Medical and Dental University. In 2006, he opened the Yoshino Dental Clinic Periodontal Disease Implant Center. In 2008, he founded the Seikeikai Medical Corporation. In 2008, he received the Japan Society of Laser Dentistry's Outstanding Research Presentation Award. In 2010, he received the Osseointegration Study Club of Japan's Best Presentation Award. He also became chairman of the Jujikai Matsumi Hospital (now Yasaka Memorial Hospital), a psychiatric hospital with 250 beds. In April 2017, he became chairman of the Tokakai Ichinomiya Onsen Hospital. In June of the same year, he became director of Seikeikai Clinic Ginza, a medical corporation. In December 2021, he became co-leader of the House of Councillors Party and head of the House of Councillors Party's second branch in the national proportional representation district. He ran in the 26th regular election for the House of Councillors on July 10, 2022, but was defeated. After the election, he stepped down as co-leader of the House of Councillors Party and became an external advisor to the party. In November 2022, he became director of Ginza Eldia Clinic, a medical corporation, Ikueikai. In April 2023, he ran in the Osaka gubernatorial election, but was defeated. In October of the same year, he stepped down as an external advisor to the party and subsequently left the party. He is currently active as an independent. He provides comprehensive treatment for the whole body, oral cavity, and both traditional and Western medicine, and his mission is to cure patients who are difficult to treat with modern Western medicine.
