Contracts for the maintenance of the eastern Naples oil pipeline were awarded in exchange for bribes and favors. This is the accusation leveled by the owners of an excluded company after reporting the matter to the Guardia di Finanza. Lubrano & Company has also been reporting for years the presence of toxic waste buried at the site of the former refinery during decommissioning work. During the very years in which Lubrano & Company was excluded from the pipeline maintenance contracts, the judiciary conducted an investigation into the illegal waste treatment, which led to the seizure of €240 million from Kuwait Petroleum in 2015.
