SLT (Significantly Low-priced Tender) is addition of PPR 2025. SLT Analysis can be performed in two way. They are; 1) SLT Analysis as per PPR 2025 before Tender Submission. 2) SLT Analysis as per PPR 2025 after Tender Opening. It is the only factors used for selecting the winner tenderer of an e-Tender in e-GP. During the evaluation of tenders, the proposed prices of all technically responsive tenderers (at least two tenders) shall be used to determine a Weighted Average, considering: i. the official cost estimate, ii. the prices obtained from the recent Price Index in public procurement processes following ITT Sub Clause 50.4 and iii. the tenderers’ quoted prices. The weights shall be as follows: • official cost estimate = 0.20 • Prices obtained from the recent Price Index = 0.30 • Prices quoted by all responsive tenderers = 0.50 The formula shall be: Thereafter, the Weighted Standard Deviation (sd) of the quoted prices of all responsive tenders shall be determined using the following formula: Where, • 𝑥𝑖 = Quoted Price of Acceptable Tenderer, • 𝑥 = Weighted Average • n = Number of Acceptable Tender, Finally, the lower limit of acceptable prices shall be [𝑥−S𝑑]. Any tender quoted below this limit shall be considered as a significantly low-priced tender and shall be treated as financially non-responsive and rejected. For determining the recent National Public Procurement Price Index, a national average percentage deviation for Works procurement category shall be calculated from the e-GP system over a period of 28 days-consisting of the day of tender opening and the preceding 27 days. To determine the NPPI, in all procurement processes (except for cases under the Limited Tendering Method in National procurement) where a Notice of Award has been issued during 28-days period, the percentage deviation between the officially e-PW2APW2A 26 estimated price and the awarded tender price shall be calculated, and the national average of such deviations shall be determined.
