RECLUTAMIENTO, SELECCIÓN Y RETENCIÓN DE PROFESIONALES SANITARIOS EN EL SISTEMA NACIONAL DE SALUD

Personnel policy, rigidly bureaucratic, is considered one of the Gordian knots that hold the National Health System (NHS) in its grip, despite the fact that organization, staffing, and incentives are the keystone of all healthcare systems, far more so than the volume of available resources. The latest biennial report of the Spanish Society of Public Health and Healthcare Administration (SESPAS), corresponding to 2024, is entirely dedicated to this topic. This session will discuss one of the decisive components of personnel policy: the recruitment, selection, and retention of healthcare professionals. The speaker, Dr. Ricard Meneu, a leading scholar of Spanish healthcare management and policy, is the author of an article on this subject in the aforementioned report. Professor Ramió, also a leading researcher and author in this field, will comment on the presentation from the broader perspective of our public administrations and services. Ricard Meneu holds a degree in Medicine, a PhD in Economics, and is a Specialist in Preventive Medicine and Public Health. Vice President of the Health Services Research Institute Foundation and editor-in-chief of its secondary publications journal, "Gestión Clínica y Sanitaria" (Clinical and Healthcare Management). He is the author of over one hundred articles and book chapters and teaches in master's and postgraduate programs in Health Economics, Public Health, and Health Services Research. He is an associate researcher at the Centre for Research in Economics and Health at Pompeu Fabra University. Carles Ramió holds a degree in Political Science and Sociology from the Complutense University of Madrid (UCM) and a PhD in Political Science and Public Administration from the Autonomous University of Barcelona (UAB). He is a Professor of Political Science and Public Administration at Pompeu Fabra University, specializing in public management. He has published 33 books. One of his latest is "The Collapse of Public Administration in Spain: A Politically Incorrect Analysis" (Catarata, 2024). He has also published approximately 300 scientific articles and book chapters. He has served as Vice-Rector and Commissioner at UPF for 15 years, and has been a consultant for international institutions such as the IDB, CLAD, OECD, and the EU, as well as for Spanish state administrations, regional governments, and municipalities. He is the President of the Commission for the Transformation of Public Administration and the Improvement of Public Services of the Government of Catalonia.
