Case Information: Around June 1998, through professional operations, it was discovered that in Xuan Tien commune, Xuan Truong district, Nam Dinh province, there was a group of ethnic people from Thanh Hoa and Dien Bien who regularly gathered at Ngo Van Ngoc's house to gamble and were suspected of buying and using drugs. Investigators secretly verified that the backgrounds of these subjects were very complex. Many of them were from Quan Hoa and Muong Lat districts, Thanh Hoa province - a border area adjacent to Laos, a complex area for drug crimes. The Drug Crime Investigation Department established a case to focus resources on combating the issue. After a long period of surveillance and ambushes, on October 31, 1998, at Lac Quan bridge, Xuan Truong district, investigators from the Drug Crime Investigation Department caught Luong Van Chinh in Xuan Tien commune, Xuan Truong district, disguising himself as carrying a small child (Ngo Van Ngoc's child) to transport drugs to Nam Dinh City for delivery. When arrested, Chinh quickly threw the briefcase into the rice field on the side of the road. Inspection of the briefcase revealed 2 bricks of heroin (weighing 700 grams), but Chinh did not admit that the drugs belonged to him. With the collected documents and evidence, Chinh was forced to admit that the drugs were his and he was transporting them to Nam Dinh City to deliver to a subject named Truong, but he did not know the address. Although the investigating agency fought fiercely, Chinh still did not reveal who the owner of the goods was. After Chinh was arrested, with the collected documents, the functional agency determined that Chinh, along with his older brother, brother-in-law, father-in-law, uncle-in-law... participated in drug trafficking with Nguyen Van Tam and Nguyen Van Quyet in Dien Bien. Among them, Luong Thanh Binh (Chinh's older brother) and Phan Thanh Ngan (brother-in-law) were arrested by Lang Son Police.
