In the early hours of February 25, 1984, approximately 700,000 liters of gasoline had spread across the mangrove swamp beneath the stilt houses of Vila Socó, in Cubatão. According to an assessment by CETESB, the leak was detected nearly two hours before the fire broke out. There was still a window of opportunity to take action. This documentary reconstructs the events between the detection of the gasoline and the start of the fire: the community of some 6,000 people built over the mangroves; the 1940s-era pipeline connecting the Presidente Bernardes Refinery to the Alemoa Terminal; the response, which was deemed belated; and the dispute regarding the death toll. The official figure stands at 93, a number upheld by the Cubatão City Hall during commemorative events. An estimate of around 508—attributed by victims' associations and media reports to a Public Prosecutor's Office investigation—has not been confirmed, nor has the primary document cited been accessed. Available sources also do not make it possible to pinpoint a single cause for the pipeline rupture or a definitive source of ignition. Convictions were handed down in the lower court but were subsequently overturned on appeal. No one served a prison sentence.
