Simple, Cheap Mix for Concrete Rocks
This is the mix I use for making concrete rocks. The rocks are not hollow they have a dirt base. These rocks are built for RC Trucks so I do not use any reinforcement of any kind, this makes them easy to remove and change. If your building rocks for decorative purposes than consider adding fiber reinforcement or chicken wire.
