The land was earmarked for construction of a police station. Home department has asked the ACB to conduct the inquiry into Madkaikar's land purchase. In the recently concluded assembly session, chief minister Manohar Parrikar had said that he will direct ACB to probe the purchase of land at Old Goa by the Cumbharjua MLA. The home department, accordingly, prepared the file with the noting that the ACB should conduct the inquiry and file the first information report in the case. ACB sources said that if the ACB starts preliminary enquiry without registering a FIR, then it will take at least one year to complete the enquiry. ACB sources said that is the reason ACB put up a note before the home department that either they should file a proper complaint or they should direct the police department to file a complaint in the case. ACB sources said that PWD was in the process of acquiring the land for construction of Old Goa police station. The PWD report stated that the land is not suitable for construction of a police station and the process of acquisition was drop by the PWD. In the assembly, Parrikar pointed out that in 2004, when Madkaikar was a minister in his cabinet, Madkaikar had put up a recommendation to him to acquire land belonging to one Sinai Dhume at Old Goa for a police station. Parrikar sanctioned his minister's request "in good faith", but much later discovered that the same land had been purchased by Madkaikar's real estate company. In the assembly, the Cumbharjua MLA defended his purchase saying that during the land acquisition process some government departments had given negative reports.
