Gerrymandering: Where We Are; How We Got Here; What We Should Do

Bob Levy, chairman emeritus of the Cato Institute, discusses how the Supreme Court’s blockbuster decision in Louisiana v. Callais will change the rules for partisan and racial gerrymandering.
