On January 28, the State Duma held a roundtable discussion of the controversial bill "On the Fundamentals of Organizing and Holding Entertainment Events in the Russian Federation." This initiative, supported by the State Duma in its first reading in December 2015, specifically requires organizers of concerts and entertainment shows to join a self-regulatory organization (SRO). However, if the area of ​​the event area is less than 400 square meters, joining an SRO is not required. Representatives of show business, directors of theaters, circuses, philharmonic societies, cultural organizations, and artists were invited to the discussion. During the roundtable, pop stars categorically opposed the adoption of this law. Earlier, Boris Grebenshchikov published an open letter to State Duma deputies asking them to halt the adoption of the law in its current form. The letter was signed by 32 musicians, including Zemfira, Konstantin Kinchev, Vyacheslav Butusov, Svetlana Surganova, the group Noize MC, Ilya Lagutenko, and others.
