It gives you manual control of the laser in air to ground mode, allows KMOD ranging when jammed in radar mode or in IRST mode when too far for laser or you do not wish to use radar ranging in COOP mode, works as a shortcut to turn/unlock the TWF/TWS function, and enables an alternate gun mode that allows 2x as much lead as the regular gun mode. As mentioned by some people in the comments, if you wish to re engage TWF/TWS or reset its range/closure calculation for selected target, press the unlock button, which makes total sense because on the stick it’s right next to the control button. The gun mode is called in manuals as “asynchronous invisible target gun mode.” You can target planes obscured by clouds/night In regular gun mode though, and the circle will still be there to show what direction to maneuver, but perhaps it’s because there is no need to see the target at all. I was incorrect in the video, this mode doesn’t allow lead up to 12 degrees but as long as you can maintain lock, which is 15 degrees below your nose in a conventional rate fight! In some MiG-29, in navigation mode it will also turn on a slewable circle identical to air to air OPT mode. The idea here is you could put the circle on your current airfield/waypoint selected in the nav system, press lock to laser range the spot, and update or "fix" your navigation system in a way that could be much more accurate then just flying over the point and pressing "zero" button. Who knows if it will come later but export 29s did have a different nav system software/control box, so it's likely just not a feature of 9.12A/B.
