Today, there are 1.4 million regular cannabis users in France (regular users smoke at least ten times a month). Among young people, France ranks among the top in Europe. What would be the effects of legalization on crime, on lawless areas, on public health, and on public finances? Would consumption increase? What is the real revenue generated by the black market for cannabis? How many people make a living from it? Who controls the networks? Does this financial windfall preserve social peace, as some believe? If so, this could explain the inaction of certain government agencies and local elected officials. For the first time, we will lay all the facts on the table. We will interview key players: police officers, dealers, wholesalers, users, as well as doctors and researchers.
