This Thursday, June 18, the Cuban government announced the largest package of economic and social reforms approved in decades. The measures were presented by Prime Minister Manuel Marrero as a result of an extraordinary session of the National Assembly of People's Power of Cuba and mark significant changes in the Cuban economic model by transforming some of its essential pillars, many of which had been untouchable until now. The context in which these measures are being implemented is highly significant. Cuba is experiencing its worst economic crisis, and the escalating US sanctions against the island since January have made life a race against time for the population. In presenting the new provisions, the government publicly acknowledged its own errors and shortcomings, while denying that the reforms are due to external pressure. “Right now, because the country is facing urgent needs. Right now, because the suffocation imposed by the United States government is already excessive, and because we are waiting for the country's leadership, the government, the Party, to make decisions that will benefit the majority, even though these changes may also bring to the forefront social inequalities that are already present, but that's part of the real world,” says Ignacio, a resident of Havana. Some are not so keen on the timing of these changes; others think that “we're throwing water on the house after the fire has burned it down” or that “now it's a bit difficult because many people don't believe they can be implemented.” The harsh daily reality of Cubans and the memory of other failed attempts or poorly implemented economic reforms in the country mean that this package of measures is once again being met with skepticism.
