A profound gender gap, a condition for women in Italy that still requires much work in the social, family, and economic spheres. On Tuesday, February 24, the CIV (INPS Steering and Supervisory Council) presented its 2025 Gender Report at Palazzo Wedekind. Now in its third edition, the report—strongly championed by CIV President Roberto Ghiselli—surveys the state of equal opportunities in Italy, from employment to pensions, including education, welfare, and caregiving. The study paints a picture of a country with persistent disparities in terms of wages, the value of pensions, and women's presence in the labor market. Female employment continues to grow more slowly than male employment. In 2024, the female employment rate in Italy stood at 53.3%, compared to 71.1% for men, highlighting a significant gender gap of 17.8%. Furthermore, female hires accounted for only 42.2% of the total. Employment instability also affects women in particular, as only 36.7% of permanent hires are women, compared to 63.3% for men. Female workers on part-time contracts account for 67.2% of the total, and involuntary part-time work is also predominantly female, representing 13.7% of employed workers, compared to 4.6% for men. Furthermore, significant imbalances persist in access to managerial roles, despite women outnumbering men among both high school graduates (52.6%) and university graduates (59.4%). The lack of childcare services, the unequal distribution of care work, and career interruptions are all factors, which are also reflected in lower average pension benefits. Then there's the issue of gender-based violence, with disheartening data. In 2025, reports of abuse increased, highlighting a still-deepening problem, but also a greater propensity to report cases. The following year, after the release of new funds, 3,711 applications were accepted for the Freedom Income, paid by INPS to women victims of domestic violence. Maria Giovanna De Vivo, President of the INPS CUG, focused on this aspect in her speech: "The more financially independent women become, the better they can address issues of gender-based violence. Many women are often subordinated to men because they are not financially independent. "It's a safety issue," De Vivo concluded, "because gender-based violence impacts families and, obviously, women who are victims of violence."
