The $80B Dam That Could Power Africa — And Why It Has Never Been Built

There is a stretch of river in Africa that could power a third of the continent. Forty-two thousand cubic metres of water per second — the second most powerful river on Earth — falling 96 metres down a 32-kilometre staircase of rapids. Engineers have known about it for sixty years. The plan exists: seven dams, 42,000 megawatts, more than twice the Three Gorges. The physics was settled before the moon landing. It has never been built. And the reason why is the most interesting engineering story never told. This is Grand Inga — the $80 billion dam on the Congo River. Two smaller dams already stand at the site. They were finished in 1972 and 1982, and today they run at roughly half power, quietly strangled by silt and sixty years of deferred maintenance, in a country where millions live without electricity. The World Bank approved the next phase in 2014, walked away in 2016 with just 6% of the money spent, and returned in June 2025 with $250 million. A treaty with South Africa is racing an expiry date. An Oxford study found large dams run 96% over budget on average. And a new kind of customer — the data centre — may be the most plausible path to construction in six decades, for reasons that should make everyone slightly uneasy.
