In other words, the state not only wants more people to receive an education, but also wants more social resources to participate in expanding the education system. From a macro perspective, this is easy to understand. In an economy shifting towards technology, services, automation, and artificial intelligence, "education" is often understood in a very broad sense: the more people pursue higher education, the more high-quality human resources society will have.
