Ukrainian tax collectors have their own wisdom: "In order for a cow to give more milk, it needs to be milked more often." This is the principle that guided the Ministry of Finance when it secretly developed its National Revenue Strategy of Ukraine (or "National Revenue Strategy") without involving business and a wide range of experts. The government released this document in December 2023. It caused a negative reaction and resonance among experts from leading think tanks and the business community. The government began to persistently argue that this step was a prerequisite for Ukraine's European integration and that the IMF had insisted on adopting this strategy. Overall, this is a harmful document, the implementation of which will set the Ukrainian economy back years and kill the few competitive advantages it still has over the economies of more developed countries. In this video, we argue that without a full review of the National Revenue Strategy and its approval by business, think tanks, NGOs and the expert community, its implementation will be a crime in time of war.
