The most important Soviet fighter aircraft in the period preceding the outbreak of war was the Polikarpov I-16. This aircraft was the most famous fighter with the red stars of the 1930s. The fighter's history begins in 1932, when Nikolai Polikarpov designed a fighter aircraft with a cantilever, low-wing monoplane configuration. The adoption of this configuration came as a major surprise to its competitors, as it was believed that only a biplane configuration would provide fighter aircraft with adequate maneuverability. Polikarpov's aircraft was small, with mass concentrated close to the center of gravity. This made the new fighter highly maneuverable, but unfortunately, it also resulted in poor stability. The prototype of the new fighter wasn't particularly attractive, but it was interesting. The prototype was prepared for flight in December 1933, and the first flight of the new fighter was to be performed by Valery Chkalov. The aircraft delivered to Chkalov was designated CKB-12 and powered by the M-22 engine, a 480-hp copy of the French Jupiter engine. This particular engine proved unsatisfactory. Under these circumstances, a search for a new engine began. Ultimately, the designers chose the Wright Cyclone F-3, a 712-hp, smaller-bore engine imported from the United States. Unsatisfied with the performance of the aircraft powered by the French engine, the Soviet authorities decided to develop a plane with an American engine. To test it against Polikarpov's new aircraft, a new prototype, designated CKB-12bis, was built and ready for flight in early February 1934. It quickly became clear that the aircraft with the more powerful engine performed significantly better. Despite this, mass production was still far from underway. It quickly became clear that the design developed by engineer Polikarpov required a significant amount of additional work. One of the most important issues that needed to be resolved before the aircraft entered mass production was the refinement of the in-flight landing gear retraction system. In fact, this wasn't fully completed. After takeoff, the pilot had to crank the landing gear 44 times to retract it. The problem was that retracting the landing gear required brute force, which wasn't particularly practical for a fighter pilot, who was expected to keep his hands on the controls and manage the aircraft's navigation and course, especially shortly after takeoff. However, that wasn't the end of the story. In the summer of 1934, a second series of tests was conducted. Unfortunately, further problems arose, this time with the availability of Wright engines, which were considered the most efficient powerplant for the new Soviet fighter. Under these circumstances, the decision was made to begin production of aircraft designated I-16 Type 1, powered by M-22 engines. These aircraft were armed with two 7.622 ShKAS machine guns mounted in the wings outside the propeller circle. The canopy was very narrow and slid forward. This design was not appreciated by Soviet pilots, who feared they would be unable to leave the aircraft in an emergency.
