This build stacks as much defense utility as possible, so shifting into bear form feels good! Balance Druid in M+ is feeling rough IMO compared to other classes/specs, but that doesn't stop me from playing it! You can still have a good impact in the key if you play well. If you enjoy a spec, then you should choose to play it regardless of balancing (within reason). The game should be fun after all!
