On 4 February 2026, MP Denise Phua raised residents’ discomfort over such activities in Crawford estate, and on 21 April 2026, the Singapore Police Force said it had observed a steady increase in public unhappiness since 2018. In 2025, HDB and the police also worked with private HDB shop owners to evict close to 40 massage establishment operators. Currently, SPF issues two categories of massage establishment licences under the Massage Establishments Act 2017. Category 1 applies to outlets in HDB shophouses, shopping centres and hotels, while Category 2 applies to outlets away from residential areas, schools and places of worship. However, open-concept massage establishments are currently exempted from licensing under the Massage Establishments (Exemption) Order 2018, as long as they meet conditions such as registering with the police and not having rooms, partitions or cubicles that allow massages to be conducted privately. SPF has observed more vice-related activities and breaches of exemption conditions among open-concept massage establishments, which is why the exemption will be removed. These outlets will need to be licensed under a new Category 3, and operators will be subject to stricter licensing criteria, including “fit and proper” requirements and the need to obtain land-use approval from HDB or URA. The no-rooms and no-partitions condition will still apply, meaning Category 3 outlets must remain truly open-concept. Other changes include a mandatory police-issued poster at the shopfront of every licensed massage establishment, showing the licence number and a URL for the public to report breaches. Licence tenures will also be extended from a maximum of three years to up to five years, depending on category and compliance history. SPF will also remove the requirement for operators to submit employee uniforms for approval, replacing it with clear standards on uniform decency. The changes are expected to take place in the second half of 2026, with existing open-concept operators given a grace period to apply for and obtain a licence.
