The draft law proposes: to clarify that the following are not subject to conscription for military service during mobilization for a special period: students of vocational (vocational and technical) education institutions and applicants for professional pre-higher education who began their studies no later than the year of reaching the age limit for basic military service, as defined by Article 15 of the Law of Ukraine "On Military Duty and Military Service", and who are studying full-time or dual form of education, and applicants for higher education within the estimated term of completion of the educational program, who are studying full-time or dual form of education, as well as doctoral students and doctors (pharmacists) - interns, doctors - residents (these provisions apply to applicants for education in educational institutions (scientific institutions) of Ukraine, who for the first time obtain education at a level higher than the level previously obtained in the sequence specified in Article 10 of the Law of Ukraine "On Education"); employees who have a scientific degree, from among scientific, scientific-pedagogical, pedagogical employees of higher education institutions, scientific employees of scientific institutions and organizations, scientific-pedagogical employees of institutions of professional pre-higher education, and pedagogical employees of institutions of professional pre-higher education, vocational (vocational-technical) education, general secondary education (these provisions apply to relevant employees working in institutions of higher education, scientific institutions and organizations, institutions of professional pre-higher, vocational (vocational-technical), general secondary education at their main place of work at no less than 0.75 of the rate).
