How does state land end up in the hands of developers? Why have hectares of expensive Kyiv land been transferred for years without open auctions, causing the state to lose tens of billions of hryvnias? In this video, we analyze the most notorious land schemes of recent years—from the NABU “Clean City” case and the activities of Denys Komarnytskyi to the development of land owned by “Pushcha-Vodytsia” State Enterprise, the National Academy of Sciences, and other state institutions. We will show how so-called “toilet schemes” work, where a small structure or even a fictitious real estate object becomes grounds for acquiring large plots of land without competition or land auctions. We examine how, through investment agreements, developers gained access to state lands, leaving communities and the budget with only a fraction of the real value of the assets. We will also discuss high-profile examples involving the lands of the “Pushcha-Vodytsia” State Enterprise, where large-scale residential complexes were built, as well as the development of lands belonging to the National Academy of Sciences and other state bodies. Based on materials from NABU, SAPO, SBI, the State Audit Office, the Accounting Chamber, and journalistic investigations, we will show how legislative loopholes have turned state land into a source of super-profits for a select few and contributed to land grabbing. But this video isn’t just about corruption. We will also explore the specific legislative norms that enabled these schemes, why they operated for years, and what changes are proposed to close off opportunities for land grabbing in the future.
