New measures for developing industrial clusters have been developed. They were sponsored by senators, together with representatives of science and business. The main provisions were presented at a special roundtable in the Federation Council. The essence of cluster policy is to support the consolidation of industrial enterprises that produce interdependent products. Cooperation helps to find new supply and distribution channels, modernize production, and develop new types of products. The state actively supports participating organizations—industrial enterprises and research institutions—thus stimulating the development and production of high-tech products in priority sectors. One example of this approach is the creation of an electronics and unmanned systems cluster in Tomsk. The cluster was created with the active support of the Federation Council and Valentina Matviyenko personally.
