The prospect of Russia’s total victory has long since lost any realism. Its army is paying a catastrophic price: total losses have already exceeded 1.4 million people, and the Russian budget deficit already in the first quarter of 2026 exceeded the annual plan, while oil and gas revenues fell by 45% year-on-year. The reserves of the National Wealth Fund are melting away—shrinking from 6.5% of GDP at the start of the war to 1.8% in April 2026. So the room to finance the war is narrowing more and more. Even in Russia’s patient society, irritation is building. Russians are increasingly unhappy with restrictions on the internet and social networks, constant communication outages, drone attacks, and the gradual disappearance of any sense of security inside Russia itself. Meanwhile, Ukrainian drones and missiles are methodically dismantling elements of Russia’s war economy. The largest oil plants, logistics hubs, power stations, warehouses, and defense enterprises are coming under attack. Even Crimea—Putin’s main trophy after 2014—faces problems with fuel supplies, electricity, military logistics, and is turning into a completely isolated region without light, gasoline, water, or tourists, which are the main source of income for the peninsula’s residents. Strikes on Russia’s energy sector matter far more than simply destroying yet another plant or fuel tank. The “Koshchei’s needle” of Russia’s war machine is hidden not in Kremlin offices, but in pipelines, refineries, substations, and rail junctions. And the less this system works, the fewer resources Russia has left to continue the war.
