Dugtrio ISN'T Banned in Gen 3 OU. But Why?

Pokemon Gen 3 Competitive Singles is my favourite format. Despite being banworthy in every single other Generation of OU, Arena Trap is fully legal in Gen 3. While in Later Gens Dugtrio is centralizing and can trap important targets very safely and reliably, Dugtrio is a manageable presence in Gen 3 that struggles to get in safely and also sacrifices momentum when it Locks into a move to trap something.
