Lizenberg, to re-appeal the previously received replies from the assistant prosecutors regarding the unlawful refusal to hospitalize me at the hospital named after Filatova, Penza, due to my failure to provide a certificate from a phthisiatrician/Mantoux test/X-ray and ignoring my refusal of anti-tuberculosis treatment (Federal Law 77, paragraph 7) and refusal of medical intervention (Federal Law 323, Article 20). Based on the Federal Law and Article 41 of the Constitution of the Russian Federation, I have been seeking to restore my child's rights for 11 months. In June, I wrote to the Presidential Commissioner for Children's Rights, who confirmed the unlawfulness of the refusal of hospitalization, given the documents I provided to the hospital. The Commissioner's response contained the same references to the Constitution of the Russian Federation, the Federal Law, and the Order of the Ministry of Health on the procedure for preventing tuberculosis.... However, the regional prosecutor's office refuses to restore my child's rights, covering for the hospital so that other parents cannot exercise their legal rights. So I started attending personal meetings with the regional deputy prosecutor and decided to publicize their inaction. After making an appointment and arriving, the duty officer informed me that the first deputy prosecutor was refusing to hold a video recording meeting with me. As soon as I turned on the camera and recorded the duty officer's response refusing the meeting, he became flustered and ran to the prosecutor to discuss holding the meeting again. The video recording helped, and I was quickly admitted to an extended meeting, including the people who had issued the formal replies, the first deputy prosecutor, and the duty officer. Following the meeting, the First Deputy stated that doubts had crept in regarding the objectivity of their response and that the position of the Commissioner for the President of the Russian Federation would be taken into account.
