Battisti describes the scenario as a "confrontation of attrition" and notes that Washington's immediate objective appears not to be regime change, but rather to reduce Iran's ability to threaten navigation in the Strait of Hormuz. The United States is also reportedly combining precision missiles with less expensive systems, such as drones, to limit the consumption of complex weapons that US industry may not be able to rapidly replace. Battisti believes a prolonged air campaign is possible, echoing the 78-day Operation Allied Force conducted by NATO in 1999 against the Federal Republic of Yugoslavia. However, both a ground operation against Iran's underground nuclear site and an action on Kharg Island remain extremely risky: both would expose US forces to potentially high casualties.
