Hamburg has decided by referendum to become climate-neutral by 2040, not 2045. This is a real setback for the red-green coalition government, and it could mean massive costs for the city and its citizens. The state government and parliament must now amend the Climate Protection Act and implement the draft legislation presented by the "Hamburg Future Decision" citizens' initiative. Among other things, this will involve agreeing on annual interim targets and reviewing progress through regular monitoring. If the targets are not met, immediate countermeasures must be implemented. The citizens' initiative was initiated by the Fridays for Future climate movement. It has recently been supported by more than 160 social organizations, businesses, and cultural institutions, including the environmental organizations BUND, Greenpeace, and NABU, the Verdi trade union, and FC St. Pauli. Former Hamburg Environment Senator Fritz Vahrenholt warns of dramatic consequences: no more diesel-powered container ships in the port, the shutdown of refineries, a ban on gas and oil heating, and no gasoline or diesel cars from 2040. Tenants are particularly hard hit – according to the housing industry, they face a rent increase of around €350 per month due to thermal insulation and heating replacement. The initiators are shifting the costs onto the state, which is supposed to cover them for those who can afford it – a classic redistribution model. Vahrenholt sharply criticizes Mayor Peter Tschentscher, who has ducked the issue and failed to raise a critical voice. Had he informed citizens about the tens of thousands of job losses, loss of prosperity, and rent increases, the outcome would have been different. Many Hamburg residents are now saying: "We didn't know." The city was full of posters, but there was no real discussion. Who really financed the campaign?
