The Government has begun recovering funds disbursed under the Parish Development Model (PDM). So far, Shs 3.25 trillion has been injected into the scheme, with Shs 2.75 trillion reaching the grassroots. Yet only Shs 9.3 billion has been recovered, as many people still believe this was a donation from the president.
