The Security Service and the National Police prevented a high-profile terrorist attack in Kyiv. As a result of preemptive actions, two FSB agents were detained who were preparing to blow up one of the administrative buildings in the center of Kyiv. As the investigation found out, the suspects planted a homemade incendiary device that was supposed to cause a fire and explosion of a generator set near the administrative building. They planned to activate the mechanism remotely while on the road to Belarus, through which they wanted to escape to the Russian Federation. It was established that after mining the building, the agents boarded a passenger train in the direction of Chernihiv region. From there, they planned to illegally cross the border across the river using an inflatable boat. Law enforcement officers exposed the attackers in advance, documented their crimes and detained them on the train. According to the case materials, the preparation of the terrorist attack was carried out by residents of Kyiv recruited by the FSB. One of them is a conscript who voluntarily left the military unit, the other is a Moscow marketer. Both suspects came to the attention of Russian special services through Telegram channels, where they published comments in support of the Kremlin regime. In the event of the enemy's task being carried out, the Russian agents promised to "evacuate" the agents to the territory of the Russian Federation with subsequent employment in the ranks of the FSB. To carry out the terrorist attack, the agents received instructions from the Russian Federation to manufacture a homemade incendiary device, which they laid under a generator in the Shevchenko district of the capital. According to the enemy's plan, the explosion of technological equipment was to cause significant fire damage to a neighboring administrative building. Also, opposite the site of the planned terrorist attack, the agents installed a disguised telephone camera with remote access for the FSB. In order to get rid of physical evidence, the suspects equipped it with a second IED, which they planned to blow up after the generator exploded. During the searches, smartphones with evidence of working for the enemy and an inflatable boat for illegal crossing of the state border were seized from the detainees. It was established that before carrying out this terrorist attack, they had completed a number of “test” tasks from the enemy. In particular, the attackers laid a cache of weapons and ammunition in a forest belt in the suburbs of Kyiv, and sent the geolocation with the cache’s tags to the FSB for further use in subversive activities. The military agent also “leaked” data on military facilities to the enemy, in particular one of the training grounds, the weapons located there, and the number of servicemen. The Security Service took measures to secure the locations of the Defense Forces that were of interest to the enemy and were in the area of ​​​​agents’ activity. SBU investigators informed them of suspicion under Part 2 of Article 15, Part 1 of Article 258 of the Criminal Code of Ukraine (completed attempt to commit a terrorist act). The issue of additional qualification of their actions as high treason committed under martial law is being resolved. The perpetrators are in custody. They face life imprisonment with confiscation of property. The complex measures were carried out by employees of the Main Directorate of the SBU in Kyiv and Kyiv region together with employees of the Criminal Investigation Department of the State Police in Kyiv with the assistance of the State Border Guard Service of Ukraine and the procedural management of the Kyiv City Prosecutor's Office.
