Counterintelligence of the Security Service has exposed Russian special services in massive attempts to recruit Ukrainians "under a foreign flag". In particular, racists pose as employees of the SBU and other law enforcement agencies of Ukraine and, under various pretexts, force citizens to prepare arsons, terrorist attacks or other crimes. During 2026 alone, the Security Service and the National Police have exposed dozens of such recruitment attempts. During such operations, Russian special services: call or write to people in messengers and introduce themselves as employees of the SBU, the National Police and other law enforcement agencies; use the customer bases of online stores to obtain personal data; blackmail with criminal liability under fictitious pretexts (for example, for allegedly "purchasing medical products on Russian websites"); demand money for the closure of non-existent criminal proceedings; incite to set fire to administrative buildings, vehicles of the Defense Forces, etc. Representatives of the Russian Federation can immediately contact Ukrainian citizens by phone and pretend to be law enforcement officers. In other cases, they use various "legends" and approaches. One of the most common practices of the enemy is sending fake summonses with a "call for questioning" to the SBU. To make these "documents" more convincing, they add forged signatures of high-ranking officials of the Service. After that, people begin to blackmail. Racists convince their victims that they can help with the closure of the relevant criminal case, but in return, they expect them to perform certain tasks. It has been established that recruits are forced to commit various illegal actions: to monitor a certain person, to move a package from one address to another, to purchase chemical elements and make an improvised explosive device, to set fire to a vehicle of the Defense Forces or an administrative building, to prepare a terrorist attack or sabotage at an important facility, etc. Sometimes, in order to “avoid” imprisonment, Russian curators demand money from the victims: they usually ask to transfer the funds to the enemy’s account details or to transfer them in cash via a courier, allegedly for “authenticity verification”. The Security Service of Ukraine once again calls on citizens to be vigilant. We draw your attention to the fact that the SBU acts exclusively within the framework of current Ukrainian legislation, does not set any dubious “tasks” and does not send official documents via messengers.
