What does it consist of? 🔴 Gonzalo Chávez, economic analyst Chávez explained that Bolivia is returning, after 20 years, to a flexible exchange rate, a system previously known as the "bolsín" (a parallel exchange rate system). He noted that this measure seeks to revive a practice that was successful in the past, but clarified that it does not mean the economy is better or that there will be more dollars available. The analyst emphasized that the government must focus on rebuilding international reserves, addressing the public deficit, and restoring independence to the Central Bank of Bolivia. He recalled that the variable exchange rate factor was already evident from the beginning of 2023, when the problems with the dollar began. According to Chávez, the MAS government implemented a "corralito" (a system of capital controls) by seizing dollars, which made maintaining a fixed exchange rate of 6.96 unsustainable. This gave rise to parallel markets, used by importers. He explained that the president secured a loan to bolster reserves and return dollars to the population, achieving a degree of stability: “In 50 days of the blockade, the parallel exchange rate didn't change.” He warned, however, that this stability may only be short-lived, as it depends on the economy, politics, and expectations. He criticized the fixed exchange rate for the dollar, arguing that it effectively subsidized the currency. Regarding the market effects, he noted that importers who previously calculated $100 as 700 bolivianos will now have to calculate it as 1,000, impacting customs procedures and tariffs.
