Minato and Tobirama were the greatest users of the Flying Raijin. The 2nd Hokage is the creator of the Jutsu, and Minato the one who mastered it. however, that wasn't always the case. The Flying Thunder God was meant to be Minato's original jutsu. This is yet another Naruto Retcon. The Flying Raijin Retcon.
