On a technical level, he defended the need to migrate to a risk-based capital system and a liberalized investment regime that eliminates the historical discretion and bureaucratic hurdles of the regulatory body. Furthermore, he analyzed sectoral resistance, arguing that the local market suffers from a chronic regulatory lag compared to the banking sector and international standards set by the IAIS, ASSAL, and FATF.
