ЗЕЛЕНСКИЙ ПЕРЕСАЖИВАЕТ СВОИХ. А КТО ОТВЕТИТ?

The Ukrainian government reshuffle is once again being called a "Cabinet reboot." But why aren't Denys Shmyhal, Yulia Svyrydenko, Mykhailo Fedorov, and other officials being dismissed after their failures, but transferred to new government positions? Zelenskyy is changing the composition of the Ukrainian government, ministers are moving from one department to another, and the public is once again missing the key answer: why was the previous leader removed, what exactly did they fail to accomplish, and what responsibility did they bear? If a minister performed well, why replace them? If they failed in their duties, missed deadlines, or failed to deliver results, why aren't they fired like a bad manager in a regular business, but given a new ministry, an advisory position, an ambassador, or a deputy prime minister? I'm currently in the army and I see the difference especially acutely. A serviceman is held accountable for an unfulfilled task. An ordinary person is held accountable for taxes, fines, utility bills, and violations. And after a failure, officials are often not fired—they're simply transferred to a different cabinet.
