He is the same author of the media law by which all Russian journalism, despite everything, still operates. He was the Minister of the Press under Yeltsin, the Russian Ambassador to UNESCO in Paris, the head of the Presidential Council for Human Rights under Putin, and one of the president's representatives at the historic CPSU trial in the Constitutional Court. It all began in 1976, when a young lawyer wrote his dissertation on freedom of the press, and his supervisor joked that the only topic more pressing was freedom of street demonstrations. Fourteen years later, that theoretical work evolved into a real law, which Fedotov wrote together with his friends Baturin and Entin. And then something happened that one can only dream of: Minister Poltoranin called him at home and offered him the position of deputy minister, personally implementing his own law. Fedotov himself called this his great peasant reform, the abolition of serfdom in the media, and with genuine joy he freed the editors, giving Kommersant, Ekho Moskvy, and dozens of independent publications a start in life. His career is a kaleidoscope of stories that no textbook can tell. For five years in Paris, he raised the Russian flag at UNESCO, and the Chilean ambassador delightedly admitted that he didn't believe he'd live to see the day when Russia would lead the fight against piracy. And just think of his moment of glory in the Constitutional Court in October 1992, when he single-handedly held the situation for nearly six hours, filing motion after motion and asking endless formal questions, all to prevent his opponents from launching Yeltsin's impeachment before the end of the day. A man of rare integrity, he refused, on principle, double his salary, which was common at the time. When Yeltsin personally offered him the post of Minister of the Press to replace the disgraced Poltoranin, he replied that he didn't wear the jackets of fallen comrades, but the president prevailed and insisted. In the 21st century, Fedotov has nine years as head of the Presidential Council for Human Rights during the difficult years of human rights in the 1920s, the title of Honored Lawyer of Russia, and hundreds of scholarly works under his belt. And his colleagues know him not only as a legal guru of Russian journalism but also as a bard who composes his own songs. A man for whom the greatest thrill of the 1990s was freedom and the opportunity for self-realization.
