Congress just voted on a brand-new $833/month payment for veterans — and the headlines make it sound like everyone gets it. They don't. In this brief: exactly who qualifies under H.R. 6047 (the Sharri Briley & Eric Edmundson Veterans Benefits Expansion Act), the first real survivor raise since 1993, who pays for all of it, and the five moves to make while the bill sits in the Senate. WHAT PASSED (MAY 21, 2026) The House passed H.R. 6047 by 235–179. Inside: a new $833/month supplemental allowance (~$10,000/year) for catastrophically injured veterans who already receive Aid & Attendance with their compensation — payments would start December 2026 IF it becomes law. THE TWO NAMES ON THE BILL Sharri Briley, widow of Black Hawk pilot CW3 Donovan "Bull" Briley (Mogadishu, 1993), and SGT Eric Edmundson, who came home from Iraq unable to walk or speak — 20 years of round-the-clock family care. SURVIVORS: THE 1993 DROUGHT ENDS DIC (base $1,699.36/mo) would get COLA +1.0 point in Dec 2026 and COLA +0.5 in Dec 2027 — the first above-inflation raise since 1993, and it compounds. The 10-year rule still applies (Form 21P-534EZ). THE FINE PRINT It's funded partly by new funding fees on second-use VA home loans/refis for veterans rated 70% or below (~$35/month average).
