These operators maintain that the informal exchange rate responds solely to supply and demand and the scarcity of foreign currency in the financial system. "The bank isn't issuing dollars," stated Walter, a merchant in the sector, who explained that the current margin is about 10 cents and that they had already been operating with variable prices for months because the Bs 6.96 rate "was extinct." The measure, which ends 15 years of a fixed exchange rate, generated uncertainty among buyers and reduced activity on the streets. "There's apprehension. People want to know if there will be dollars in the banks. There's a profit margin, but there's no activity," affirmed another currency exchange operator.
