Recently, controversy has erupted after a village fishermen's association claimed they were demanding port usage fees. Kim Tae-in reports. (Reporter) A 5-ton fishing boat is anchored in the outer harbor. Although there's space to dock in the inner harbor, it's unable to do so. This is because the village fishermen's association is preventing boats from docking. Hwang Gwang-seok/Fishing Boat Owner "You need permission from the fishermen's association, and once you receive permission, you have to pay a docking fee. Currently, boats entering the harbor have to pay 1 million won each to dock." Mr. Hwang explained that five years ago, when he brought his 3.7-ton fishing boat into the port, he paid 250,000 won to the fishermen's association for mooring fees and fuel tank usage. Reporter Kim Tae-in "There's a conflict between the boat owner and some village residents over mooring their boats in this public port." The conflict with the fishermen's association escalated into a lawsuit. This was because a fishermen's association official took away parts of the fuel tank, preventing Mr. Hwang from using it. Mr. Hwang ultimately reported the fishermen's association official to the Coast Guard for property damage. Hwang Gwang-seok/Fishing Boat Owner "I need to go fishing, but I can't. Instead, I have to tow my boat to a port like Jeju Port to refuel. Since I can't fish, I incur losses. It's incredibly difficult." The reporters met with fishermen's association officials to hear their stories. A fishermen's association official explained that they only collected membership fees under the pretext of joining the association, and never requested port usage fees, including anchorage fees. When asked if they actually prohibited fishing boats from docking, they said they could not answer. While complaints regarding the use of public facilities like the port continue to arise, there are currently no legally enforceable measures. A Jeju City official said, "Fishing ports are spaces that can be used for public purposes, and fishing boats can dock at any port." Therefore, the administration has limited options beyond mediation.
