Twitter @juangangel Synopsis: Fish farming is the technical activity of raising aquatic plant and animal species that allows for the production and control of fish reproduction. It can be applied in aquariums, rivers, artisanal ponds, and other sites that have access to water and meet certain technical and hygienic conditions that allow for the development of animals in the best possible conditions. Aquaculture is the most dynamic food sector globally, experiencing an average annual growth rate of 8.8% over the past three decades. In 2010, global aquaculture production reached an all-time high of 60 million tons, with an estimated value of $119 billion (FAO, 2012). However, there are significant regional asymmetries in the growth and development of the activity. According to the World Bank, this is the result of a series of factors that influence weak governance of the sector (World Bank, 2011), both horizontally and vertically. In Latin America and the Caribbean (LAC), aquaculture has shown significant growth: while in 1990, 191,000 tons of aquaculture products were produced annually, in 2010, this figure reached 1.92 million tons. In relative terms, in 1990, LAC aquaculture production represented 1.5% of global aquaculture production; while in 2010, the region contributed 3.2% of total global aquaculture production. In the last two decades, the number of Latin American and Caribbean aquaculture farmers has practically tripled, rising from 69,000 in 1990 to 248,000 in 2010. The sector's growth has been greatest in South America, particularly in Chile and Brazil (FAO, 2012). Despite this, the regional aquaculture growth rate contracted, falling from an annual average of 13.3% in 1999-2004 to 6.3% in the period 2004-2009 (ECLAC, FAO, and IICA, 2011). The main producing countries in the region are Chile, Brazil, Ecuador, and Mexico, followed by Peru, Colombia, Cuba, and Honduras. In 2010, this group of countries contributed 88.3% of regional aquaculture production (Table 1). In some countries, such as Mexico and Brazil, aquaculture production for the domestic market is significant, while in others, such as Chile, Ecuador, Colombia, Honduras, Costa Rica, Peru, and Panama, production for export predominates (OLDEPESCA, 2009). Regardless, aquaculture is carried out at various scales in virtually all countries in the region. In this sense, small-scale, limited-resource aquaculture (also known as family aquaculture or rural aquaculture) is practiced by more than 100,000 families in LAC countries (Flores-Nava, 2012), contributing to strengthening food security and overcoming poverty.
