Carolina Lozano, National Secretary of Risk Management, commented on territorial coordination in the face of climate-related threats in the country. She revealed that a significant percentage of Decentralized Autonomous Governments (GADs) did not submit their contingency and preventative action plans on time for the El Niño phenomenon.
