The new Tamil Nadu government under the leadership of C. Joseph Vijay decided to shut down more than 700 alcohol shops across the state. Such policies to regulate and ban alcohol have been tried in the past, but have never been successful. Most of the time, it has resulted in smuggling illegal alcohol or brewing illicit liquor. This has created an industry for bootleggers who thrived and sometimes formed underworlds in places like Mumbai.
