July 13, 2026 (Monday) The 2nd Regular Session of the Okinawa Prefectural Assembly in June, 2026 (Final Day) Regarding Bill No. 3, "A Resolution of Censure Against Governor Yasuhiro Tamaki of Okinawa Prefecture," Assembly Member Hirofumi Miyazato took the podium on behalf of the party in favor. This bill was passed by a majority vote. Discussion Content (Partial) First, I would like to state that this resolution of censure does not discuss the governor's overall political stance. Nor does it evaluate all of his eight years in office. What we are questioning here is the governor's political and moral responsibility regarding the Washington bureaucracy issue. Regarding this issue, three investigations were conducted: by the Audit Committee, the Prefectural Investigation and Verification Committee, and the Prefectural Assembly's Article 100 Committee. The Article 100 Committee conducted a long-term investigation transcending party lines, and ultimately, a report was compiled with unanimous agreement. This is not a political struggle. By meticulously gathering facts and conducting a thorough investigation into what happened as a prefectural assembly, we reached the conclusion that both the ruling and opposition parties unanimously agreed to compile a report. I believe this "unanimity" is of paramount importance. However, what emerged from that investigation was not simply a single contract error or a problem with a single document. It encompassed the establishment of the corporation, contracts, budget execution, document management, and decision-making. The checks and balances failed to function at every stage of the administrative process, preventing the problem from being stopped. That is the essence of this issue.
