This is the final installment of the new "Revisiting the Discussion" series: Wu Guoguang's response to Li Houchen and Wu Wei's "Ten Major Propositions on China," Episode 10. In this episode, we push the question to its conclusion: Does China want to rival the United States, or change the world? In previous discussions, we explored the internal structure of the Chinese model: how power operates, how elites rotate, how public discontent accumulates, and the tug-of-war between economic growth and political control. In this final episode, the question is no longer just about what will happen internally in China, but rather, what role does Xi Jinping's China ultimately want to play in the world? Wu Guoguang points out that Xi Jinping is not simply returning to the Mao Zedong era, nor is he continuing Deng Xiaoping's path. He is attempting to combine the two: on the one hand, retaining the benefits of globalization, markets, technology, and external resources; on the other hand, strengthening party control, state power, and strategic hostility towards the West. This also brings out the most important contradiction in this episode: China's development was once highly dependent on globalization, but the Xi Jinping model constantly interprets globalization as a risk, a threat, and an arena for struggle. China wants to continue to benefit from the world system, while also wanting to establish its own sphere of influence outside of it, and even reshape the rules. In this episode, Wu Guoguang discusses the inherent contradictions of the Chinese model, the complacency of officials, and declining governance capacity. He also discusses the potential new order that may emerge after globalization: Will the US and China re-enter a state of "economic cooperation, strategic rivalry"? Will the world move towards a new "hemisphericization"? What roles will Taiwan, Japan, East Asia, and the Western Pacific play in this order? This concludes the series, but also raises a larger question: If the Xi Jinping model continues, can China maintain its economic and technological vitality under high control? Can it establish its own order in competition with the US? Or will the more it tries to control everything, the weaker its ability to truly change the world become? Guest: Wu Guoguang: Senior Fellow at the Stanford University Institute of International Studies, Executive Director and Senior Scholar of the Hoover Institution's "Human Security and Prosperity Project," and Senior Fellow at the Asia Society Policy Institute. He has served as Secretary to the President of the Chinese Academy of Social Sciences, commentator and chief editor of the People's Daily Commentary Department, member of the Office of the Central Committee of the Communist Party of China's Political System Reform Research Group, Nieman Fellow at Harvard University, Ruth Fellow at the East Asian Institute of Columbia University, Wang An Postdoctoral Fellow at the Fairbank Center for Chinese Studies at Harvard University, Assistant Professor and Associate Professor in the Department of Politics and Public Administration at the Chinese University of Hong Kong, and Professor in the Department of Political Science, Professor in the Department of History, and Chair Professor of Chinese Studies and Asia-Pacific Relations at the University of Victoria, Canada. Li Houchen lived in Sichuan until the age of 18, and subsequently in Beijing and Shanghai. He is currently a Chinese independent intellectual and multi-talented content creator residing in Japan. His work experience spans business consulting, the internet, and later public discourse. He is the host of the podcast "FlipRadio," the host of the YouTube channel "World Bitter Tea," one of the co-hosts of the YouTube channel "Three Water Gunners," and an OSINT (Open Source Intelligence) researcher in the field of Chinese politics and economics. Li Houchen focuses on political philosophy and intellectual history, possessing an interdisciplinary perspective.
