That morning, Coast Guard Patrol Boat No. 863, belonging to the Sokcho Base, set sail to protect South Korean fishing boats. While the Coast Guard's mission seemed peaceful, an unusual darkness hung over the sea that day. That day was also the day the Vice-Chairmen of the Inter-Korean Coordinating Committee met at Panmunjom. Along with news of the meeting, at around 8:50 a.m., two North Korean People's Army patrol boats approached No. 863. They were unwelcome guests, as had been predicted. At 10:30 a.m., breaking news reached the Ministry of National Defense that three patrol boats were surrounded and engaged in a firefight in the waters south of the eastern military demarcation line. The ensuing situation was nothing short of tragic. The North Korean People's Army attempted to abduct No. 863, but its crew fought to the death. They refused to surrender. Even in the face of overwhelming enemy firepower, the 863 resisted to the end. However, it was ultimately sunk by artillery fire. This shocking incident has been recorded as one of the ten greatest maritime incidents since the establishment of the Korea Coast Guard. The Coast Guard's final mission to protect a fishing vessel will never be forgotten. All 28 crew members were killed or missing. Their heroic sacrifice is deeply etched in the history of the Republic of Korea Coast Guard. The Sokcho Coast Guard unit arrived at the scene the next morning. The hull was gone, and only a few bodies were floating on the water. The bodies were in a state of disarray. Tourniquets, made from torn underwear, were still attached to the bullet-hit legs of those wearing life jackets. The fierce fighting was so intense that some had two tourniquets on their legs and shoulders. They fought to the end, determined to live to the end. Officer Son Sang-dae and others recovered the bodies of six combat police officers floating in the water and returned them to Sokcho Port. While handling the bodies, we shared in their pain as we removed debris and other debris. The bodies were wrapped in the Korean flag and cremated three days later. The hero's sacrifice reminded us of the immense pain and pride they brought us. Of the 26 victims, two police officers and six combat police officers were recovered, while 18 were missing. It was later confirmed at the Military Armistice Commission meeting at Panmunjom that Patrolman Jin Jong-yeong and combat police officer Shin Myeong-seon had been captured by the North. The sacrifices of the Coast Guard continued. On December 30, 1986, the South Korean Coast Guard erected the Memorial Monument in Jangsa-dong, Sokcho, Gangwon Province, to commemorate the spirits of the fallen heroes who died in the line of duty. While the Memorial Monument initially consisted of a single pagoda, its purpose was to honor the sacrifices of these heroes. In April and June of 2002, the People's Government undertook a project to transform the area where the memorial tower was erected into a sanctuary. In April 2003, during the Participatory Government, the Coast Guard Sokcho Memorial Tower was completed through new landscaping. Now, it is not just a tower; it is a sacred place honoring our heroes. The sea gives us much. However, the stories of the heroes who sacrificed their lives to protect it are things we must never forget. The crew of the 863rd were true heroes of the sea. Because of their sacrifice, we can enjoy a peaceful sea even today. As we remember the names of these heroes, we will never forget their sacrifice. === Unforgotten Stories of Heroes: The Sinking of Coast Guard Vessel 72 In the early morning hours of January 23, 1980, the sea off Geojin Port in Goseong County, Gangwon Province, was covered in thick fog and high waves.
