Although crime is very common among adults, it is a public secret that children are also involved in criminal activities, sometimes even committing capital offences such as murder, aggravated robbery, and defilement, among others. Because these children are under the age of 18, although they can be tried in courts of law, they cannot be sent to prison like adult offenders. To address this, the government established a facility where they can be kept and rehabilitated, preventing them from being consumed by a life of crime.
