Agenda in English: 1. Call to Order 2. Roll Call of Members 3. Approval of Minutes 4. Public Comment. Participants are asked to limit their remarks to three (3) minutes per speaker. 5. 2026 DCEO Permeable Alley Program a. DCEO Grant Funds ($1.5 million). The Town received an additional $500,000 DCEO Grant for Green Alley paving. The project is scheduled for construction in 2026 to include 7 or more alleys. 6. 2026 CDBG & MWRD Permeable Alley Program - The Town has been awarded MWRD Green Infrastructure Partnership Funds (approximately $475,000) for the construction of three permeable alleys. The project has been bid out and the contract award is scheduled for July. 7. 2027 CDBG-DR Permeable Alley Program a. Pending CDBG-DR funding appropriation, the Town is planning the construction of approximately 40 permeable alleys 8. MWRD Stormwater Partnership Program a. Proposed Project: Kolar Park Stormwater Detention Facility - including construction of below grade stormwater detention facility. b. Design engineering has begun. 9. FEMA IEMA-OHS Stormwater Management Project Applications - a. Five (5) project applications were submitted on September 13, 2024. Applications include a total of $57M grant funds for stormwater management. b. Applications are currently being reviewed by FEMA. 10. HUD- CDBG Disaster Recovery Funding The Town was awarded $96 million for disaster relief funding. b. Project planning coordination has been initiated with preliminary engineering and administration tasks. c. An RFP has been advertised for the Basement Flood Prevention Program (Backflow Preventer Installation). 11. Stormwater Master Plan a. The draft Stormwater Master Plan has been completed and will be ready for review by Town Officials. b. A follow-up meeting with the MWRD and City of Chicago will be scheduled to review the plan findings. c. Town officials attended a special matter hearing at the State Capital Building in Springfield to provide testimony to promote the approval of a bill for the creation of a regional commission for flood relief planning. 12. Combined Sewer Cleaning and CCTV Inspection Program - Phase 4 a. A contract was recently awarded for the Phase 4 project area (south of Ogden) that will complete the Townwide sewer cleaning and inspection program. This work will begin next month. 13.
