In an interview with Mañanas BLU, Elsa Noguera, who has been designated as the new Minister of Transportation by President-elect Abelardo De La Espriella, presented a stark assessment of the current state of the country's infrastructure and finances. With a background that includes serving as mayor of Barranquilla and governor of Atlántico, Noguera emphasized that private sector participation will be the cornerstone for reactivating an economy she describes as being in a state of alert. Noguera did not hide the severity of the fiscal figures inherited by the new administration. According to the minister, the outlook is far more complex than the official figures initially suggested. “The situation is quite critical, that's no secret to anyone, the Minister of Finance has already pointed this out... that's why private investment is so crucial, because we're going to have very little national budget to carry out public works projects.” The official warned that the fiscal deficit will not stop at 6%, but rather “most likely will not be 6% as the outgoing government indicates, but above 7.5%.” Faced with stagnant economic growth at 1.7%, Noguera maintained that it is imperative to raise investment levels from the current 14% to figures close to 30% in order to achieve growth exceeding 5%, which would allow for closing the social gaps.
